Most adult social care services in England are regulated by the Care Quality Commission,1www.cqc.org.uk.operating under the Health and Social Care Act 2008, supplemented by Part 2 of the Care Act 2014.
In England, health services are regulated by Monitor2www.gov.uk/government/organisations/monitor.(now part of NHS Improvement) and in Wales by the Healthcare Inspectorate Wales.3www.hiw.org.uk/home.
Throughout Great Britain, the Health and Safety Executive4www.hse.gov.uk/healthservices/arrangements.htm#a1.operates as an independent regulator for health and safety in the workplace, which includes all private and publicly owned health and social care settings.
Most children’s services in England are regulated by Ofsted (the Office for Standards in Education, Children’s Services and Skills)5www.gov.uk/government/organisations/ofsted.led by Her Majesty’s Chief Inspector of Education, Children’s Services and Skills, operating under the Care Standards Act 2000, the Children Act 1989 and the Adoption and Children Act 2000.
In Wales, the Care and Social Services Inspectorate Wales6www.cssiw.org.uk.regulates most adults’ and children’s social services, under the Health and Social Care (Community Health and Standards Act) 2003, the Care Standards Act 2000, the Children Act 1989, the Adoption and Children Act 2002 and the Children and Families (Wales) Measure 2010.
In England and Wales, regulation of professionals is undertaken by a range of professional bodies, operating under diverse legislation, overseen by the Professional Standards Authority,7www.professionalstandards.org.uk.the Administrative Court and sometimes the tribunal system. This self-regulatory machinery sits alongside the Safeguarding Vulnerable Groups Act 2006, which provides machinery whereby individuals are required to disclose criminal convictions and other relevant information about themselves and may be barred from working with children or adults, by the Disclosure and Barring Service.8www.gov.uk/government/organisations/disclosure-and-barring-service/.
