27.12The common law power of judicial review is supplemented by a statutory scheme:
Sections 31 and 31A of the Senior Courts Act 1981;1The Senior Courts Act 1981 has been recently amended by Criminal Justice and Courts Act 2015 the to add a section 31(2A), which prevents the court from granting relief where ‘it appears to the court to be highly likely that the outcome for the applicant would not have been substantially different if the conduct complained of had not occurred’ unless ‘it considers that it is appropriate to do so for reasons of exceptional public interest’ and a section 31, which prevents the court granting permission to apply for judicial review, on a similar basis.
