4.9In identifying the core costs to reach the escape figure or next standard fee level, account is taken of work actually and reasonably undertaken (see chapter 1) at the following hourly rates. It should be noted that travel cannot contribute to core costs but may be added to a limited extent if the claim is beyond the higher fee limit (SCC B12.44). The amount of travel time is restricted by the contract (SCC B12.45–12.47).

A claim may include telephone advice given before the Forms CRM1/2 are signed if the client meets the means and merits test and subsequently signs the forms and is financially eligible (SCC B12.19–12.22).
