On the facts, there had not been any ‘home for life’ promise
Facts: residents of care home accommodation submitted that the temporary closure and redevelopment of their home breached their legitimate expectations in a number of respects, including in relation to ‘home for life’ promises.
Judgment: Keene J held that, whilst statements by local authority officers fell to be construed objectively, rather than by reference to what the officers had subjectively intended to say, on the facts, construing the statements made in context, there had not been any ‘home for life’ promises.
