The closure decision was based on irrational premises
Facts: Worcestershire decided to close a day centre for adults with severe physical and learning disabilities, on the basis that their needs could be met significantly more cheaply elsewhere.
Judgment: Stadlen J held that Worcestershire’s decision was irrational because it was not based on a detailed analysis or evidence necessary to support a reasoned and rational decision that the claimants’ needs could be met more cheaply elsewhere: the community care assessments did not sufficiently define the level of support needed, including what staff ratio was required.
