5.125A refusal of a certificate on the basis of merit can be appealed, within 14 days of the decision, first to a review by the director, then to an independent adjudicator.1Civil Legal Aid (Procedure) Regulations 2012 reg 44. A refusal on financial grounds cannot be formally appealed, though a director’s review is available and a fresh application can be made if circumstances change.
