9.48There will be some cases which are so urgent that it is not possible to carry out all the steps set out above or to wait for the court to grant permission. The majority, though not all, will be cases involving serious medical treatment. There is provision for urgent cases to be heard without notice, sometimes out of hours, where this is strictly necessary. PD 10B provides guidance as to how to contact the court to set up an urgent hearing (see para 10.65). For cases falling within the personal welfare pathway, Case Management Pilot PD para 4.3.2 requires the applicant to
explain why the case is urgent;
explain why any of the steps in the ‘checklist’ at Case Management Pilot PD para 4.3.1 have not been taken, and the consequences (presumably in terms of delay) if they had been taken;
confirm any specific deadline; and, importantly,
separate the issues that are urgent from those which are not.
