18.44The Community Legal Service was a concept embodied in the Access to Justice Act 1999. In some areas, the then LSC contracted with a single provider to deliver a face-to-face legal advice and representation service concentrating on welfare benefits, debt, employment, housing, education and community care (sometimes referred to as social welfare law (SWL) categories), sometimes with family law services. These were known as Community Legal Advice Centres (CLACs) in urban areas, and in rural areas Community Legal Advice Networks (CLANs). LASPO proved fatal to these developments, and all those contracts were terminated at the end of March 2013.
